Is it supposed to be on? is yes how do you change it. I did have my banner showing last week now it just has a block there with a white square in the center with an X

HTML is off for mere mortals such as us ... most people. I'm not sure who it IS on for. But, I've yet to see a forum which allowed ordinary members use HTML in posts. It doesn't have anything to do with your banner problem though.
We've never allowed HTML as it can be used to trick members into going to sites and all of that stuff we want to avoid.

Well I for one haven't used HTML for years. Out all night on the stuff and start over the next day. It got so bad that when I went to parties I used to sneak in my own HTML and take shots when nobody was looking. I did my best to blend in with social HTML users, but after a while I just stayed home in the dark and HTMLed so nobody would know. Thanks to rehab and years of abstinence I'm now functioning with the rest of society. Don't get hooked, leave the HTML alone or you could end up living in a dumpster with nothing but HTML in a brown paper bag as your only friend.
