I'm a huge fan of Seedman Commercial Top Note flavoring concentrate (their concentrate, the 1/2 ounce size, not the diluted version that's cut 3:1 with water) for tobacco flavor base, use it at about 12%, then add a few drops of Tobacco Absolute per 10 ml, and some hazelnut or vanilla flavoring to get a nice blend.
Seedman Commercial is available directly from Seedman, and also from BlueMist (which also sells a tobacco absolute, and menthol crystals, and other flavorings).
I use pipettes, less often syringes, for mixing, and plastic graduated cylinders from US Plastics; bought a 100-pack of their 15 ml, makes the rougher (bulk) liquid measurements easier, particularly compared to sucking VG into a syringe. I'm still using the original 4 I took out -- the things are durable, washable.
