Obviously that's an electrical connection issue between the 510 center pin connectors of the Provari and iClear 30.
Take a look at the center pin of the iClear 30. It should be the same length as the outer 510 threading. If the center pin is shorter, it needs to be teased down with a small flathead screwdriver. If the center pin is longer than the threaded outer ring, it should be teased inward to be shorter.
I have a MVP and three Provari's. I've not had any problem with an iClear 30 on any of these. My guess is that the Innokin MVP & 134 use a slightly longer outer ring on their 510 connector rings, as myself and others have to frequently pull the center pin up higher to make connection with other
juice attachments. The 510 center pins on eGo batteries are notorious for being loose; over-tightening clearomizers on too tight often makes connection with other clearomizers not make contact.
The Provari's center pin is not adjustable (to my knowledge).
