like if NY made it illegal to sell them, would that only apply to people trying to sell them, or would I be violating the law by buying them

You could always drive to another state to get your supplies. As long as it isn't a federal ban, someone will sell the stuff here in the country. You may have to get a PO box in another state to receive mail shipments though. If you're worried, stock up on the essentials. At least that would buy you some time if there is a ban of some sort.
