No it doesn't. It means the state may not restrict individual speech unless just cause can be shown that said speech will result in material harm or the potential for material harm.
You really need to read the TOS.

I've been a member of MANY discussion boards over the years and I have NEVER encountered the censorship that I do here.
Many of which didn't have age limits in place. We all got along and we said what was on our mind.

Also, this forum is well respected because we do not have minors running rampant. No additional ammunition for the antz.
A lot of it is the size; the bigger a community gets, the more personalities are apt to collide. I've run (for a living) communities for nigh on 20 years and the bigger they get (my biggest forum was about 300k users), the more conflict you have, and the more you wind up having to crack down to keep it civil. Small communities have their own issues (people form closer online relationships so the drama can get pretty personal).
Oh boy.... I can see a second star (*) being posted beside my member status as we speak!! LOL
