Charging excites the electrons in the electrolyte solution inside the battery, and that results in some heat production. The battery may or may not get warm to the touch, but should never feel hot.

It is safe to use either 0.5 A or 1.0 A as long as it is an approved charger for your device.

All battery charging should take place on a fire-resistant surface, just to be on the safe side. For example, a stove top, granite countertop in kitchen or bathroom, etc. Statistically, most battery incidents occur while charging. Battery chargers have protection circuitry, but electronics can fail from time to time. Better to be safe than sorry.
