Basically and ideally you need a good graphics designer with web experience over the look of a site. If you're not experienced in this the skills hardly come overnight. Think 3 years training in Graphics design WITH an artistic flair to boot.

Just my two cents but ideally you don't want to skimp on this area. But then not everyone has money to throw for a professional to do it.

I will add that I'm not a graphics designer touting for business but I have worked in the new media and publishing industry.
