Imported cigs have been "banned" for quite sometime because of tax issues..........
He got a nasty letter from customs that essentially said "If you want to claim them, we will have to investigate and pursue further
or you can consider them seized because of no tax stamps walk away and we will drop the matter"
Needless to say, he did not pursue it.
