I've never been shorted either, lately I get 2 or 3 per package. 2 with my oreos

You have to put a note in the comments demanding them. Go ahead, try it.
I got a half eaten grape one with the or3o. There were sticky fingerprints on the note.
That was Nick -- the sticky fingered little bandit!
He just gave my daughter a zotz (CHERRY, no less!) when she ordered a bottle of PBC as one of my birthday gifts. Guess he didn't recognize the last name or he would have stolen it for sure, like he always does. He had the nerve to sign his name on the note and everything - like I wouldn't catch it.
I'm on to you and I'm watching.
I always wondered what they used to seal the bubble wrap. The inside of a zotz makes a great sealant.
