Importation fees

Hi. Ive received successfully ecigarette equipment from China many times without problems (including packages from Healthcabin sent by DHL) in the past.
This time ive made order in Healthcabin, one mod, some atomizers, cartomizers and liquids worth little bit more than 60 pounds. Now ive received text message from DHL asking me to pay 18 pounds importation fees extra. When i track my order i see it didnt even departed from China yet. When i check payments page on DHL website i see invoice without number or any other details.
Is that normal ?
