I have had no problems importing e-liqid and e-cigarettes - for my personal use - to Norway. I prefer to order small quantitys at a time, just in case. Make sure your order is sendt by mail, and with small orders I always choose standard Air Mail (not signed for), to have the goods delivered directly in my mailbox. My top four list for fast shipping, no hassle with customs and low (or no) shipping fee is:
