Is ecig based out of Austin, TX safe to purchase from?

I have heard bad things about the website e-cig.com from China. I found another website named ecig.com from Austin, TX. It has similar prices to the Chinese website too. It has super cheap prices so just wondering if anyone knew how safe it was. P.s. they have the Joye e-vic VTC for $38.
