I would not panic. I have only been halfway following the stories regarding the FDA, but they will be treating e-cigs as a tobacco product and not as a drug delivery system. To be honest, I cannot see why the FDA should be regulating e-cigs, but they have to regulate everything they can, I guess. Besides, if they start trying to ban e-juice, you can always make your own, they do not regulate the basic ingredients.

Does a substance that is highly addictive, potentially needs to be handled with some caution (depending on strenght,) and poses no significant health risks need to be regulated?

I guess some of the things regulation would cover:

a) Of Age sales only
b) No marketing to non smokers
c) Accurate dosing
d) Product "purity"
e) ?

Currently in the US, does someone need to be licensed to sell tobacco and what are the requirements to get licensed?

I would assume at a liquid manufacturing level, the nicotine itself would have to be "certified" ie. not simply "have nic juice, will make ejuice."

Yes, it requires a license. Requirements to get one vary from state to state. Usually (as with alcohol lsales licenses) they limit the number of licenses in a geographical area and you have to be a legal adult, conform to sales & advertising laws and I think you usually cannot be a convicted felon.
