Is my PCC defective?

I just received a new PCC today, and the PCC charging light is staying on RED just as I would suspect it should while it is charging. But the other red light that stays on when the batt is charging, and then blinks when the batt is fully charged...that light is just staying lit at all times. Even when I don't have a batt in it...and even when I disconnect the PCC so it's not in a USB port or anything. The red batt charging light still stays on. It shouldn't do that should it?

Yea, the red light on mine does not stay on when it's not plugged in.

ya,
top light should be red when charging the pcc, and go to green when pcc is done charging.....
when not charging pcc.... top light should be off.

bottom light should not be on if no batt is connected...
if batt is connected.....and charging... bottom light constant red.
if batt is connected......and not charging... bottom light blinking red.
