Is the cartridge flooded if it smokes?

I am real new to filling my own cartridge. I tried to fill the cartridge for my provari. I thought I only put in 25 drops. Then I put it on the provari and it smoked--tasted burnt and dry. Now I have been blowing thru the cartridge and there is quite a bit of liquid that came out. How can I have flooded it if it smoked and tasted so dry? Yet, how could I not have flooded it if so much liquid comes out when I blow out the cartridge? If I did flood it, how much damage did or could that do to the provari itself and will the cartridge dry out so it can beused again or should I just dump the cartridge? Thank you for whatever help you can give me. I really appreciate it.

First I'm assuming that your are talking about a cartomizer rather than a cartridge. I've never heard of a carto smoking so it sounds like you got a bad one. I'd toss it. I doubt that it hurt your Provari since it has protection circuits to prevent such problems.
