TORONTO - Some international mail and parcels suspected of containing drugs, child porn or even parts for weapons are being allowed into Canada without checks by border officers due to a lack of staff, customs workers say.

Skids of mail arriving in Mississauga, Ont., are not being examined despite protests by some members of the Customs and Immigration Union of a possible breach of security, officers said in a complaint.

The Canada Border Services Agency is responsible for checking international mail arriving in Canada for contraband.

Front-line CBSA officers said eight skids of "enforcement-targeted mail" were ordered released last week by a superintendent due to a lack of resources.

But CBSA spokesman Antonella Di Girolamo said the allegations "are not consistent" with their information.

"The CBSA is responsible for ensuring that all items entering Canada are admissible and meet all of the necessary legislative and regulatory requirements," Girolamo said by e-mail.

Border officers use a risk management approach in the examination of goods, people and conveyances, she said.

"This risk management approach is required at our postal operations as well, due to the large volume of international parcels," Di Girolamo said.

Officers conducting checks on one skid slated for release recently found four packages containing ....... and others with hate propaganda and parts of prohibited weapons, officers said

And, on Tuesday there were three seizures of ...... found in parcels with no forwarding addresses.

"The mass release of all this mail makes me wonder who is supposed to be looking out for the best interest of the Canadian public," one CBSA officer said. "We are tasked to protect the borders yet we let everything in without checking."

The officer said the release of suspected goods is "very close to being a criminal act."

Ron Moran, president of the Customs and Immigration Union, said the "mass release" of mail is rare and only occurs in the Toronto area.

"This is the first time this has been brought to my attention by members," Moran said. "That this is happening is totally wrong and bordering on criminal."

He said some of the mail being released were "flagged for checks" by CBSA officers on suspicion of containing drugs, weapons, child porn or hate literature.

"This can present a possible breach of security," Moran said. "We believe this is being done by management as a cost-saving measure."

The plant is one of the largest in Canada and processes millions of pieces of international mail and packages yearly.

Can you people at least google it 1st.

The mail is massed released rarely albeit in Toronto area "only" but most the mail comes through Mississauga does it not for the much greater area? but it IS released by the posties. So if someone actually knows 100% of what they are talking about and can add something, that would be great!

where in the article does Canada Post have anything to do with the release of those 8 skids of mail?

The entire article focuses on the CBSA and refers to a supervisor being involved in the premature release of unchecked mail. (CBSA is Canada Border Services Agency, commonly referred to as "Customs").

Actually it was a superintendent that released the mail. Isn't this fun :) I thought it had to do with the canada post releasing due to lack of space, but I had read it in the toronto sun while eating a 12" assorted sub. The canada post picture may have been the thing that got my eyes crossed. I could have sworn the person that released the mail was the head of the sort facility but I don't have the hard copy to scan or refer to at this point. None the less people that are getting freaked out waiting for the mail(last time I waited over 2 weeks with parcels in customs and then juice everything else showed up over a period of two days) the longer you wait the better the chance of a backlog and then the mail being dumped out for delivery or a rushed/poor screening because it all can not be processed. RTS have it shipped out again, I have yet to have anything returned or any problems in customs other then the odd long wait.

Yeah - it's easy to get anxious waiting for something to come through customs. Unfortunate that they let real criminal stuff through - but send back ecigs and vitamins.

re - the confusion between CP and CBSA - I can understand how that occurred from the article above. There are places when the journalist makes clumsy transitions. If a pic of Canada Post was added - that would cause a lot of misunderstanding - as most people read the news by scanning - rather than taking in details.

well there we go issue solved.....

Mississauga CBSA facility does about 70% of international mail coming into Canada. There is also 2 smaller facilities in Montreal and Vancouver as well as a tiny post in the airport.

I wouldnt be surprised if the BSO's are on a work to rule strike and arent taking any overtime. now they are .....ing and complaining because their tactics backfired on them.

I worked for CBSA at Mississauga postal for a few years as part of FSWEP. It was an interesting experience. But the stuff that happens is unbelievable sometimes.
