I'm new to vaping, i was wondering if there was a e-cig that used water rather than VG or PG. Mainly because i want to save a bit of money and use water from the tap, and also i'm a bit nervous about using PG or VG. Thanks for the help!

I'm not aware of anything that uses water. Do some research on what PG and VG are actually used in and it may settle your nerves. The only time I've seen relatively instant water vapour produced safely is with peltier modules that vibrate at ultrasonic frequencies. Not the smallest of devices though! There would be many disadvantages with using water, to name a few like not allowing other ingredients to infuse properly, zero throat hit, production of bacteria (PG kills bacteria) and very short shelf life.
When I talked to the doctor about starting my mother vaping, she encouraged it. Her only advice was NOT to use water-based juice. She (the doctor) was aware of some cases of bacterial infections in the lungs of vapers using water bases.
You can dilute your juice with up to 30% distilled water. Some disinformation here: Soooooo..... There is NO SUCH THING AS WATER-BASED JUICE. Higher than 30% distilled water and your atomizer won't work to produce vapor so its just not possible for any juice to contain more than 30% and the rest has to be PG/VG. PG is anti-bacterial and, unless you're vaping 100% guaranteed VG then there's no worry about bacteria... period. As I said, it has to be guaranteed as most juices do contain some PG due to flavoring and/or nic. I have water-based flavorings I use in food and have never had bacteria grow in any of them... check out the vanilla in your kitchen. If it says "Refrigerate after opening" its probably water-based but most flavoring is alcohol or PG/VG based and fine just in the cupboard.
Any water cooling equipment we use at work that creates steam or mist is sealed in its own room with extractors, since inspectors have found harmful spores floating around in there and there's a risk of legionella (think that's what it was described as). If you opened one of our very large plastic tanks full of steaming water, you would see and smell enough to put you off that idea

Water will not produce a flowing vapor so if you did that the nic will vaporize in you mouth not your lungs. VG is a liquid sugar for the most part and PG is closer to alcohol. If you are on a budget that bad go to Walmart and pick up some VG near the bandages and vape that, it will have less chemicals than tap water.
