Well, since there is a poster of Jack as the Joker (the batman movie from 1989), I would assume that this photo was taken sometime around then. If that is the case, then no, that is not an e-cig- before their debut. But it could be that Jack just happened to have that poster and the picture of him with what appears to be a cig in his right hand is years later (can you tell by his age in the photo?). It is very hard to tell for sure.
Ah, good point- you are absolutely correct! Then it is possible. Now the guy extending his hand towards Jack- that looks more like a thin e-cig...

Yes, interesting- if you google both Jack and Keith regarding the Joker you'll find that they had quit a relationship, especially in regards to this role. Jack actually tried to warn Keith about playing that role. Anyway, we are back to square one- Unless we can find a better picture of Jack or have definitive info about him and e-cigs, it would be difficult to say that he is actually a vaper...
No, Jack is holding a tobacco cigarette. After opening the original image and using the zoom function, the ash on the tip is clearly visible. I can only assume that is a marker or pen in the autograph-seeker's hand.
Jack is a proud smoker and I cannot imagine him ever using an e-cig.
