Is this battery safe to use?

I'm not sure if I posted this in the correct sub forum, but here we go.
I've had this AW IMR 18650 for my ProVari since mid December. I noticed the other day that around the - (neg) end the red wrapping is starting to come off. I have two batteries and only this one is peeling.
Here are some pictures. If you need better ones let me know. I threw in some of the entire battery to show that the rest of it is in good shape.
Should I just tape it up?

Peeling on the negative end is fine. Nothing to worry about in a Provari or other devices that have the switch on the positive side. Do NOT use it in a mechanical mod or any other mod that has the switch on the negative end.
