I think many of the carto problems come from a production inconsistency. Me and my girlfriend go through about 8 boxes of cool carts each month between the two of us. I have noticed the batting inside can vary from box to box, sometimes they are stuffed tight and full and sometimes it looks like half the carto is empty. Sometimes the batting is near the top, sometimes it's halfway down the cart, etc.
For awhile I was ordering the dark blue ones and was getting a lot of dud's, while other colored ones worked perfectly. I still have a bunch of dark blues sitting around unused because they produce hardly any vapor. I recently ordered black ones (which come in plastic wrap unlike the others) and they have performed better than anything to date.
Like I said in earlier post, I have mostly chalked it up to Chinese manufacturing quality.
