This is the only place I know of that can do pre-diluted base like that: e juice
It's not that hard to pre-dilute your own though, and it would be cheaper in the long run. Plus, you'll have your pick of nic suppliers, as far as quality. I mix 750ml plain base into a chianti bottle, then just add flavoring as I go. Just use any ole ejuice calculator and enter 750ml as your amount to mix. Here's the one I use: e-liquid-recipes dot com/create. (Have no idea why they block that - they're not selling anything).
How sensitive are you with your nic? Add 10% flavor to 6mg base, you'll end up with 5.4mg. Would you miss that little extra nic? (I wouldn't) If you made your own base, you could tweak for that.
I just received an order from OneOnOne Flavors. Tastes pretty good so far. Tons of candy and dessert, kiddie cereal too!
My mix % so far is right around 8-10% total (i.e., flavor A + flavor B = 10%), but I'm still getting to know this supplier. Add sweetener or not, up to you. I have a crazy sweet tooth, so I've been adding 1-1.5% prediluted Sucralose ("sweetener" from any flavor vendor). Probably fine without if you have "normal" taste buds.
And you can make 960ml of base with 120ml of 48mg nic.
