Hello and welcome to the forum Rianto. Glad to have you here!:)

Both are equally safe as they both have over-discharge protection. However, here are some safety guidelines I like to follow:

1. Always use the charger that comes with the battery.
2. Plug the usb into a wall wart. Plugging it into your computers usb port takes the battery much longer to charge and if the batteries protection fails you could risk blowing your computers motherboard.
3. Don't leave the battery charging when someone is not around to unplug it when it is done charging. I also do not charge it overnight for the same reason.

If you follow these steps there will be no need for a li-po bag.

The problem has been with knock offs (clones). Both Joye and Innokin have good reputations. So you just need to make sure you are getting what you are paying for, and not a cheap imitation.

My personal choice is that I will not use any e-cig that I can't choose for myself what type of battery I put in it. I use only Lithium Manganese batteries (IMR), never Lithium Cobalt (ICR), or Lithium Polymer (LIPO).

Any battery can be made to vent, there are no exceptions. So think about what happens should the battery vent, not if it can or not.

    even your phone

If you use designated chargers for them, they are. Most Li-Po battery packs are charged with a balancing charger and a smart charger, which detects the temperature, charge amps, charge voltage and others like battery type, cell count and so on.

Whileas normal ecigs, like Joy510 are designed to be charged with the chafger included with it, so both the circuits in the charger and ecig are designed for that specific purpose, so it is safe to charge batteries with the chargers that are designed to charge them.

If you try charging a Li-Po with a charger designed for Li-Mn or other chemistry, you will end up in trouble, so use only the chargers designed for the specific purpose.

Unless that LIPO has taken a hard knock. Then they have the potential of being unsafe to charge.
