I like www.mister-e-liquid.com, but they have a lot of high pg options, and they jump from 50/50 pg/vg to max vg. So if you're trying to go with higher vg options they are limited. I'm only a huge fan of some of their flavored tobaccos (Copperhead and RY4) - many of the others are just ok. But Gray Matter and Jade Tiger seem to have a lot of followers as well. They also test and post results for diketones, so you can be somewhat assured that you're not vaping the bad stuff.

Mountain oak also tests their juice. If you like dessert vapes, static is awesome.
Mt Oak is definitely high quality and they test their stuff. But for me their flavors seemed to be too subtle or something. I tend to like strong flavors. But they're definitely worth checking out. They do it right.

My only vendor I used for eliquids for 2+ years, until I started DIY,...was vapebig in Lakeland, FL. Always terrific eliquids, can order any specific PG/VG ratio that you want (just put in Order Notes section before Checkout), gives free flavor boost (also put in Order Notes section), has excellent S/H cost, great customer service, gladly gives friendly helpful advice, too!

My own personal favorites were:
Vanilla Bean (also a favorite of 5 friends)
NanerBerry (a favorite of 3 friends as well)
Mint Chocolate Chip (2 friends' favorite, too)

If you're a menthol lover...Mega Menthol was the top choice of a friend who only vapes menthol.
