Did the crest pro health soak for 15 minutes, rinsed in hot water, have been drying for almost 3 days now.

My question is what to prime them with? And how many drops will it need to prime them? How do I know when they have been primed enough or too much?

I have no plain vg or pg here atm, but can certainly get some, if that is what I need to prime with.

Prime it with your favorite e-liquid (rather than whatever unpleasant tasting stuff the joyetech factory used). Drip 3 drops into the center of the atty tube, vape with an empty mouthpiece for awhile, drip 2-3 more drops and vape. And then, if you really want to use cartridges, stick in a full cart and vape with that. [I just keep dripping. Carts are a pain.]

BTW: If, after priming, nothing happens (i.e., the atty is dead), don't be too shocked. Anything more than blowing out the gunk is risky business. Sometimes such a bathing/drying procedure successfully postpones the inevitable; sometimes it hastens it. [Atomizers are like lettuce.* They are perishable. Refrigerated lettuce lasts longer than otherwise, but it will go bad.]

* Actually, according to this Google translation of a great Finnish article on PV mods, atomizers are "atomic soybeans.":D

You can buy a 510 atomizer for $7. Did you get your money's worth for any atty that didn't survive the bathing ritual?

Personal note: My time (how long it would take me to go through what you did) is worth more to me (even if not to clients writing checks;)) than 7 bucks. I just buy another atomizer when an atty's performance diminishes. Still cheaper than the cancer sticks.
