The League of Wisconsin Municipalities is a voluntary nonprofit and nonpartisan association of cities and villages that acts as an information clearinghouse, lobbying organization and legal resource for Wisconsin municipalities.

This document explaining the indoor ban, dated 11/16/2010, states on page 12:

1. Does an e-cigarette fall under the definition of smoking? No. An electronic cigarette, also known as an e-cigarette or personal vaporizer, is a battery-powered device that provides inhaled doses of nicotine by way of a vaporized solution. There is no tobacco. It is not "lighted."
