There are no laws on the books regarding the sale of use of electronic cigarettes, but Health Canada has regulatory control over nicotine, and as such has not yet authorized it for sale in the form we use it. If we as consumers can get it, we can use it and there are no laws that can stop us from doing so. It is only the sale of nicotine liquids that they can put a stop to. And, by a twist of tortured logic, blank cartos and clearos, allegedly because they "may contain traces of nicotine." I wish I were joking. Curiously, there have been cases where customs, apparently at Health Canada's request, will stop shipments of straight up flavourings if they are addressed to a known E-liquid vendor -- Jugheads has had it happen to him twice so far that I know of.
