LM2596 VV Mod problems.

Hello,
So I am in the process of building a VV box mod using an lm2596 board with the voltmeter attached.
And I finished soldering and putting everything together and I'm having issues with the board.
I wired up a basic 9Volt battery for testing purposes and it fired up fine and I adjusted the Voltage output to 4.0V and screwed on an atomizer and pushed my momentary and it started to vape but when I looked at the Voltmeter, it read 1.83V; release the button and it goes back to 4.0V, I've tried adjusting the Voltage output to various levels but the same thing always happens, I push my button and it reads 1.83-2.3V. I followed a pretty basic, simple wiring method and all of my solder joints were good and everything sits right in the box but for some reason, its doing that.
Any ideas?

Does "Voltage under load" means any thing to you?

So I read a few posts explaining voltage under load but it still doesnt make much sense to me. the examples on the posts were slight drops in voltage(.01-.5V) whereas the voltage drop in mine is 2.0-5.0V. Why would that be? Am I using the wrong kind of battery? Or is there something I am missing?
