For an initial kit, I say avoid the Kanger tanks mostly.
They're really hit or miss. Either you love them or you hate them. There doesn't really seem to be an in between. And with a limited budget, that's not a good gamble.
If you want an inexpensive glass clearomizer, then I'd recommend the Aspire ET BDC. Just make sure you get the one with the glass tank, because it comes in both glass and plastic.
And honestly, don't be afraid of plastic tanks. Not all plastics will crack with volatile juices. It's the acrylic tanks that crack.
Also... you have Triton batteries?
If so, get an 808 to Ego adapter, and you will be able to use the Ego cone threaded tanks out there without a problem. It's a more cost effective solution without having to also buy new batteries, at least up front. It will likely look a bit weird, but function just fine for a fraction of buying new batteries.
Aside from that, for a VV device, it's hard to beat the cost of a Twist. They're fairly cheap compared to everything else, but if you can pony up a little more cash, then an Innokin iTaste VV V3 would give you a lot better performance, though possibly less battery life as they are only 800mah batteries. They do however have a psuedo-passthrough ability. You can vape it while it's charging, though it's not a true passthrough. If you vape on it while it's plugged in, it uses the battery for power and stops charging while you vape, then goes back to charging while it's not being used.
There are TONS of them for sale on eBay for pretty good prices, and if you have a PayPal account you could apply for "Bill Me Later" and pay it off over time.

Oh, as for the VV V3, you could also pick up a full kit with 5x iClear 16s. It's actually a really good deal for that many clearomizers. And I haven't had an iClear 16 crack yet, even when loaded with juices that are acidic like Blueprint's Park Ave. which is a strawberry lemonade vape.
