By packs a punch, do you mean variable wattage and/or voltage?
If so, I'd suggest the following: Provari mini for 18350 use, Zmax Mini for 18350s, or a Vamo in 18350 mode. The provari is smaller than the vamo in 18350 mode, but also costs about 8 times more than the vamo. The zmax mini is also smaller than the vamo in 18350 mode, way cheaper than the provari, and a little more spendy than the Vamo.
The provari will perform the best overall, the vamo and the zmax have the same board basically and will perform identical. The vamo has an easier user interface than the zmax in my opinion, as the zmax only uses a single button for all controls and settings.

Just wait there is a sig tmax hitting the market it's a vv/vw box mod made of ss and uses a 18650 or18350 batts.
The absolute smallest thing you can run is a telescoping mechanical running with a kick. Any "VV/VW mod ie, provari mini, lava tube mini, even the "telescoping" VV mods are designed for 18350 batteries. And are quite a bit taller in that configuration than a good mechanical running a kicked 18500.
I know I have both. And in kicked 18350 mode theres no comparison.
And the kick will get you 10 Watts ....but be prepared to carry extra batteries.

Njoy King- Disposable, 45mg juice, and almost exact same size, feel and weight as an analog. They are pricey at $8/each and only last about a half a day. But they do have their uses in certain situations. It only takes a few quick hits at 45mg and you are good to go for a while.
Joye eRoll- A cigalike in a PCC, uses and eGo-C atty and small tank. Battery is small and light but only 90mAh, PCC is 1000mAh. The tank/atty combo works really well, great taste and vape. Works better with higher nic juices for a few quick hits and back in the PCC. Fits in the PCC without taking it apart and the PCC is small and looks nice (like an iPhone). There is no extra spec for extra tanks, juice or batteries. Most carry extra filled tanks in a pillbox or small mint tin. Others carry a needle tip bottle and quickly fill the tank when needed. With either refill method you can get through a whole day or a night out.
Both of these setups work very well. If the Kings were cheaper I could vape them exclusively. And this is coming from somebody with a Provari mini, GGTS/Stealth, Vamo, 3 wooden box mods, numerous eGos and just about every type of atty/carto/tank/clearo out there. I use the eRoll almost daily with 36mg juice in it, I usually vape 12-18mg in my bigger devices. It's perfect for times when vaping opportunities are limited or discretion is needed. It does much better than the 510 and 808 kits I've had in the past.

The Altsmoke BB is a mechanical mod that uses a 14500 battery. I have one and it hits just as hard as its big brother Silver Bullet. $85 at Altsmoke.
Two other mods that I have that are small and pack a punch are the Smoktech VV Gripper and the Ovale V8. Both are "gripper" type box mods, have variable voltage, ohm and volt meters, and battery duration to last all day. Both are in the $30 range.

Legacy mini. Straight mechanical with an 18350.. Size is compared to provari's There will be 18650, 18490 and the smallest will be the 18350.

FYI, although top notch, OP wanted small, to me my Billet does not fit in the "small" catagory, and is pretty hefty in weight.
