From my limited experience, 10% is the rule of thumb. My first few batches were around 13%. So that would be 130mL of flavoring, for your 1000mLs (1 Liter), if you followed my 13%.

I started with 10% and added additional to taste... ending with about 13%.

To break it down further, we probably need to know what flavor (recipe) you're shooting for...

Each flavour will have different strengths depending on the maker of the flavour.

Each person also has different tastes. DIY offers us the flexibility to customize each mix to our own tastes.

After numerous trial runs making 5 and 10ml. batches with different flavour percentages I found that "for me" around 5% flavouring for capellas vanilla custard was my sweetspot.

You will need to experiment to find "Your" sweetspots.
I'd start at a low % flavour, more can always be added, if needed.
It is more difficult to dilute it down if you have a full liter of over flavoured liquid.

If you are working from a pre-existing recipe, someone has already done the tweaking, but that doesn't mean You are gonna like it too. Cheers.

I'm sorry, why the hell do you want to make one liter of juice before perfecting a recipe? If you have a recipe just scale up from 30ml to 1000ml with any recipe calculator. If you don't have a recipe and are just throwing flavors in you have a 99% change of wasting a liter of juice.

We really need more information to go on in order for us to help. No amount of flavoring is set in stone for any recipe. I have stand alone flavors that only need 2.5% and recipes that go up to 18% flavorings.

What "flavor" are you trying to make? What is the nicotine level you desire?

I agree with several other folks--- without knowing the manufacture and flavor you are using it is a crap shoot to even begin on where I personally would start.............. and where I would start may be different than another person. I would start with small batches until you have an all day vape, then use a ejuice calculator to make the big liter batch.
