I read the article. I usually read Malaysia news reports about vaping. My perception is tobacco tax money is earmarked. The people who benefit know who they are, including public health employess. They want to shut down the vape business to protect their funding. It's the same everywhere else but it's more raw and obvious in Malaysia. It's tough to justify banning vaping while cigarettes remain for sale the same as always. Taxing vaping is tough too. I suspect vaping is a social trend that simply can't be stamped out and trying will create more trouble than it's worth. Time will tell.
