It's windy, USA
Headaches are a common withdrawal symptom, and if they lessen on the 12 then vape as much as you need while they even out. This is only assuming you recently switched and are going through that. If you've been vaping on this for awhile and headaches just started randomly, see your doctor as things like caffeine and nicotine can help with headaches that have other causes.

Also, make sure you're drinking more water than you need to.

I get them from time to time, and I think it has something to do with certain juices and or ingredients within them. I vaped Raspberry from my local shop for about 4 30 ml bottles worth, my daily vape, loved it. Started getting splitting headaches, ran out of that flavor, headaches went away. Still not associating the headaches with the flavor, picked up another bottle of it, BAM - Splitting headaches again, realizing it might be the juice, quit vaping it, headaches went away. I am really good friends with the guy that mixes for them, so I have him checking out the ingredients to see what it was. Maybe my head playin tricks on me, but it sure was pretty coincidental timing if it was. Hope you figure it out, I know it sucks.

Were you smoking? And how much?

Headaches are a common symptom of quit smoking withdrawal. Until we know how much you were smoking - and if you still are while changing to vaping - it's hard to guess about what's going on with your nic intake and if changing that will help. A bit of info about your hardware will help too. 12 mg is nothing in a clearo, it is usually overkill in the likes of a dual coil dripping atty.

Not sure about the him, but I have been vaping for over 3 yrs, and this was about 6 months ago, with a mech and a single coil kanger mini at 18 mg

Edit: Other juices I switched to were all 18 mg, didn't lower that until I got my Atlantis, have currently brought it down to 6 mg, but I do think it was just me with that juice, my bud hasn't had anyone else complain of this. So no witch trials please!

I agree with all the suggestions you have gotten so far. I am not sure how much you smoked before or how long you have been vaping, but have you look into try a WTA juice. I have never tried them myself but I have read good things about them and a friend suggested this site.

Whole Tobacco Alkaloid WTA Eliquid Ejuice

Good luck to you and please let us know how you are doing and what works for you. It could help others who are having similar issues. You will find lots of caring people here on ecf. That is what makes it a family.

within my own thoughts....
I'm still quite new to the vaping and it will be a week tomorrow that i started and quit analogs. However, the first thing i noticed that first day was i was having massive headaches and it really made me question whether vaping was for me. I started out on the 24mgs of Uncle Junk's Jon Wayne, which i love so much that i could vape this ejuice only and be happy about it.

So i read that i may need to lower my nicotine level, even though i smoked almost 2 pks a day of Marlboro lights. So i ran and got me a 12 mg bottle of UJ's and it lasted me only three days because i was chain vaping. But the headaches seemed to lessen some.

Today i bought another bottle (same flavor) of the 18mg and headache is back :( So now i'm beginning to wonder if it's the PG in it and even bought a bottle of Humco Glycerine (VG) at walmart today, just in case. So i'm going to try adding some of the VG to my 18mg bottle and praying that helps with the headaches.

Also, make sure you're drinking plenty of water. Vaping can dehydrate you quickly and if you don't increase your water intake, one of the side effects of dehydration is headaches. So try that also and also look into PG allergy....it just could be the PG doing it also.

Good luck and i hope you narrow the source down to whether it's the nicotine level or the a PG issue!
