TL;DR : No it's not, you should not use a mech mod without knowing about ohm's law or battery safety. You're playing with your life.
Alright, longer answer :
A .15ohm coil draws 28amp from a fully charged battery (cf ohm's law).
The highest power 18650 cell Sony has made is the VTC5A, if I'm not mistaken, and it's a 25A CDR. Odds are your battery is not a VTC5A as they're harder to find over time. It's probably a VTC6, which is, at most, a 20A cell (I'm on mobile, it's either 15 or 20, check Mooch's battery chart to know for sure).
So, you're basically asking more power than your battery can safely deliver, which means you're abusing it. It's gonna age bad, very fast, and also heat up as you are using it, making it are even faster, and possibly vent.l, or worse, go into thermal runaway, and that is not something you want happening near your hand or your face.
Read Mooch and Baditude's blog entries, they're great resources that you need to know about. An 18650 battery holds a lot of power, and has to be treated decently, if you don't you're basically just asking for trouble.
Okay thanks I will be making a coil 0.3 ohms and I did read up on the ohms law I just wasn’t sure what battery’s I had and I am not willing to take the chance of that happening thanks a lot!
The below image shows zero voltage drop and a 20A rated battery. Real world would be closer to 3.4v-3.7v fully charged. You need to verify which battery you are using but for the most common varieties, your .25 ohm build should be fine.

It says on the mootch list it’s 15 amps but there is no way I’m only on 30 wats it feels more like 25 amps so around more 95 watts
You should seriously look into some higher rated batteries if you plan to use them in mechs. Yours would be fine in a regulated mod but at least a Samsung 25R 20A, Sony VTC5a 25A or some of the newer Samsung 20S would be better. Yes way. You should only use higher discharge current with that cell if you have battery temperature monitoring.
Gonna take a wild guess and say your mech doesn't have that.
If you take a look at mooch's test of that cell at 15A CDR it reaches 72°, you don't want to go higher. Especially on a mech there's no 10 sec cutoff or low voltage protection so if you have a longer misfire with a higher discharge current you're gonna have a bad time.
Build according to 15A CDR or buy different cells with higher CDR.
The 15a rating is not the max the battery can put out, it is the max it can SAFELY put out. You can draw more out of it (unsafely, not advised) and make it run at 25a, but it will heat up to unsafe levels, and increase the chance of accidents and rapidly wear the battery out.
Also if I’m running a mech box mod with too 15 amp battery’s would that stack to 30 amp?
And I already ordered new battery’s which are Sony VTC4 with 30a so I’m not using my mech till I receive those but still wondering about my question above^
No. If it is a parallel mod, then you would get more like 1.5x not 2x. In a series mod you would still get the same CDR as a single battery mod.
Depends on how you combine them, stacked or parallel, but either way it isn't 30A.
But seeing you're new to mechs, apparently didn't inform yourself about safety, battery ratings and Ω's law before I doubt you should progress to multi cell mechs, those are pretty much for experts and nobody else.

The vtc4 is not a 30a CDR cell, it is a 23a CDR cell.

It says on mootch’s post they are 30a and on the website so what do I go by here
I don't know which mooch you're talking about but our battery guy has this to say in his test of the vtc4
