Does annyone know why when adding menthol disolve in pg to vg the method precipitates out. Would adding more pg to the juice solve that problem?

I imagine it would. I don't use menthol, so I don't have a lot of first-hand experience here, but menthol is very soluble in PG and not very soluble in VG. There are apparently some 100% VG menthol flavorings available... not sure what is up with that though.
If you are reffering to mixing the crystals into PG/VG, when you exceed the saturation % the excess will fall out of solution. You can increase the saturation % by heating the liquid.
The important point here is that menthol is very soluble in PG and not really soluble in VG. Menthol solutions are not simple syrup.
