mg/ml vs. % by volume

Quck question: is it proper to say that if a juice is labeled as, say, 1.2% by volume it's the same as saying it contains 12 mg/ml?

Edit: or say, it's labeled 1.2% by weight?

12 mg/ml = 1.2% by volume.... since nicotine doesnt = the weight of PG or VG if one says 1.2% by weight the actual mg/ml will not be 12mg/ml but it will be really close tho... so close it really wouldnt matter in the application we are using it for

18 milligrams per milliliter = 0.018000000000000002 gram/millilitre asumming the liquid is close to the viscosity of water.which in the case of ejuice is so close as to be well within any margin of error.
