I think he just meant units of volume. The strength is in mg/ml (milligrams per milliliter), so it makes sense to use mls. If you are only mixing 12 mg and 16 mg liquids, the result has to be between 12 and 16 mg/ml. Like darkhood said, a 50/50 mix will get you right in the middle at 14. It will be closer to 12 if using more of the 12 mg liquid, and closer to 16 if using more of the other.

Any time your going to mix two juices together 50/50, just add the mg strengths together and divide by two. This would work for any number of juices as long as your mixing equal amounts of each, add all mg strengths together and divide by the number of different juices. If your going to use different amounts of juice I'd suggest using an e-juice calculator, like "e-juiceMeUp", it and other calculators can be used or downloaded for free.
