Mixing with PV / PG / Distilled water

you can use either propylene glycol (PG) or vegetable glycerin (VG), or a mix of the two. However, you cannot replace either with only distilled water.

PG is thin enough that it doesn't usually need water to thin. VG is thicker and some people do choose to thin it with water.

While there are some people who are sensitive to PG and others prefer VG, there's no evidence that PG is bad for your health. PG is listed as GRAS (generally regarded as safe) by the FDA, and inhalation of PG was studied as far back as the 1940's.

Kick -- if you mix nicotine liquid (either vg or pg based) with 10-15% flavoring and then cut it with pg you will not need distilled water. If you are using all vg, then you probably will need the water (or rum, vodka, whatever) to thin it down some so it will soak into the cartomizer well.

I only use water to thin Humco VG I get at the pharmacy, as it is really thick. 10% - 15% added to that VG makes it flow well, then I add it to my mix. If you only use PG, no water is necessary but you will get a somewhat harsher vape with limited vapor production.

Previous posters suggestions of more research are very important. One should not risk their health or waste their money on mixing liquid until they have a good understanding of what each liquid component does and how to use it. Time for some homework. Good Luck!
