I'd go with 'no' because at the end of the day, nothing in that procedure guarantees that there aren't data and files laying around. Reformatting/reinstalling (without using the 'fast format' option) is good enough for most people, and if you have the recovery cd it isn't a huge chore.

Better is to use something like DBAN though. It can be set to insane paranoia, but the lower levels are fine.. use that to wipe it, then use the recovery cds to reinstall..

Just be very very careful about booting a system with that cd - any disk it can detect will get wiped. So don't leave your backup drive plugged in or anything...

Thanks for your input on this!!!

When I Rebuild a computer, I save all the data and do the Format thing w/o the "Fast Format" (to get rid of Malware that cannot be cleaned off), and start over from scratch. I've never actually done one using the CCleaner thing... was just hoping it might be good enough. I was aware that other things (files and such) could be around, which is why I said a good Starting Point that you could follow up on. I am always happy to be corrected!!! Especially when someone offers a better way, like you with DBAN. Since these Rebuilds have always been for the same person, then any data left behind won't be a problem. If I'm ever going to do one that will be gifted, I'll use DBAN.

I clicked on the link you gave, and will study up on it and save it for when I need it. You were also kind enough to give a word of caution about it!!! Thanks for another great post!!!

Since DBAN would wipe every Drive it finds, I'd like to ask a related question...

The way I often do it is to mount the Hard Drive in question in another computer. A brief bit of research showed that CCleaner has some settings that need to be adjusted for a proper Wipe. I could do that, but I'm wondering, since your knowledge is more advanced, if there's a really good Free Wipe program to use to be able to select only one Hard Drive to Wipe when connected this way, with that program installed into Windows.

I saw this... http://www.techsupportalert.com/best-free-secure-erase-utility.htm in a quick search for best hard drive wipe. This site lists a few programs, and they talked about CCleaner needing to be Configured. These programs seem to be for a Free Space Wipe, but I'd want to do the whole HDD, and would like your input, if you already know of one.

I wouldn't mess with cleaning tools at all. It is a lot easier to hide data than find/clean it. (And a lot easier to recover. I know people who buy drives on craigslist, ebay, pawn, etc just to get the old data. Formatting is barely an inconvenience, even without fast-format..) Format is good for stuff that is staying in-house, and dban for anything that is leaving. (For real safety, do it on a higher setting..)
