The OP isn't in the USA. The OP is in Isreal. I'm not sure how it all works over there, but if money is as important there as it is here in the USA, then the Isreali government is likely threatening the worst (ban) to make taxation look like a compromise. Kind of what I think the USA is ultimately going to do. There's money to be made, so it's up to what the real priorities are of Isreal's government. Over here, I know the priority is money.

Money is always the highest priority when it comes to governments , here in Israel they probably noticed how the American vaping community grew large to over 1 Million vapers , so large that it can not be stopped , so they want to cut us down before we will gain enough power to threat them that we will not vote to anybody who tries to stop vaping .

Also you must understand that many ministries sees America as a model to how democracy is suppose to be like .
If we go tell our health ministry that their plan to ban vaping is fascists , they will tell us "we want to protect you , same way as the FDA protects the american people"
