Need help. T2 short.

I just got a new kanger T2 from fastech and it short. I opened it up and found that the (+) pin tip at the coil part always touch the (-) outer perimeter on of the bottom part (inside the tank). On the pic below, the (+) on the right part always touch the (-) on the left part.

Anyone know if there should be a rubber seal there to keep them separate? Or how can it be separate?

The seal/o-ring between the (+) and (-) on the right part doesn't do this job. It's to separate the (+) and (-) on the right part only.

Tried loading a photo but keeps on saying it failed ? The pin from the base of Fasttechs T2 has a rubber grommet on the stem of it.
Looking at your photo and my fasttect T2 I see no difference mine work good.
