I would guess to say it's the charger, because it should still light up to let you know if there is something wrong with the battery...
if you are looking for new batteries I'd suggest the Sony VTC6 if you can find them on sale....
next to that I'd say the Samsung 25r or LG HD4
Samsung 30Q maybe but if you can get the Sony VTC6 for a good price they are better

Sony VTC6 and Samsung 30Q are extremely comparable, both are 3000mah and 15 amp continuous. If you can't find the SonyVTC6 on sale (which often are more expensive than Samsung 30Q), then I'd go with the 30Q's for more mAh than the 25R or HD4.
