i,m new in e cigarette , i have mod cuboid 150 with smok tvf4 mini, i noticed that, it,s not work well with kanthal wire but very good with s.s 316l but my question is what is best when using s.s 316l wire 26g, resistance 0.60 with 7 wraps in 3.50 mm screwdriver or 0.60 with 9 wraps in 2.50 mm screwdriver and what is the favorite resistance and watt to go with all day.

Your question is too individual to answer. You should set the resistance and watts where it makes the vape you like. So long as both coils will fit, there's not a lot of difference between them. The smaller diameter will hold less wick, and thus can transport less juice to the coil, but it's not a problem unless you're getting dry hits. FOr watts, on a .6Ω coil, I'd suggest somewhere around 20 or so. But you may like it better hotter or cooler. There's no one right answer to this; it's about what you like best. I personally vape at lower ohms and higher watts than that. I'm usually in the .4Ω range, making 35-50 watts.
