It is not necessary to "top it off", in my opinion, but you do need to prime a new carto with about 30-40 SLOW drops of liquid. I failed to do that one time (I'm a newb myself) and boy, did THAT taste nastily burned! Couldn't get that taste outta my mouth for hours and never got the burned taste out of the carto, ended up pitching it.... :( Now, I prime it well, let it sit for about 30 minutes, then carefully start using it. That applies only to a NEW carto, refills shouldn't need priming unless you burned you tank dry. I refill my tank daily, whether it's empty or now, don't want to be away from my liquid bottles and run outta juice. Now, that would be a major disaster, LOL!

I burnt a new carto after I thought I had primed it pretty well. I got advice to dry hit once after filling the tank. Of course being a noob that sounded like a bad idea to me until I was told what it meant: after filling the carto and tank and before you screw them onto the battery, put your finger over the bottom holes and take a puff from the business end. This starts the wicking from the tank through the carto holes. Three new cartos later (and three new tanks), and I haven't burnt another one yet. I haven't had to top of a carto since then and am using the original two in the original tanks for 17 days now with no problems.

I'm by no means an expert after 17 days of vaping, but this has worked for me so far.
