Heres the Deal. And probably why your e-liquid Calculator is going Wacky
To make a Nicotine Base a Lower Nicotine mg than it currently is, you have to add Something to it that has Less Nicotine or No Nicotine.
This Something can be VG or PG or Flavoring or Water or Vodka or Orange Juice or, well you get the idea. The concept is that the Total Nicotine per 1 ml is going to be less after you dilute it.
So to go from 60 mg/ml to 24 mg/ml (24/60 = .40 => .40 x 100 = 40%) you would need to mix 40% 60 mg/ml with 60% Something that contained No Nicotine.
Real World Mental Check. If I mixed 60 mg/ml Half and Half with something with No Nicotine, I would cut the mg/ml in Half. I want to go a little more than 50% ie: 60 mg/ml ---> 24 mg/ml. So I would need more than Half. So 60% sounds about Right. Check
But here lies the Problem. Not only do you want to be at 24 mg/ml for Nicotine, you also want to end up with 50%PG and 50%VG when youre Done!
The Only way you can reach 50|50 with 60 mg/ml PG Nicotine Base is to mix One Half 60 mg/ml Nicotine Base with One Half Pure VG. But that would give me 30 mg/ml of Nicotine. Seems like we cant have Both. At least not by using Only VG to Dilute the 60 mg/ml Nicotine Base.
So to solve this Little Problem it sounds like we need to Dilute our 60 mg/ml Nicotine Base with Both PG and VG.
Lets think about it
And to make it Simpler, lets think about a Real World Example, Say making 10ml of 24 mg/ml 50%PG | 50% VG e-Liquid.
I know from the work I did above that 40% of the Mixture will be the 60 mg/ml PG Nicotine Base and 60% will be something else with No Nicotine in it. So lets start by measure it the 60 mg/ml PG Nicotine Base and pouring it into a Mixing Bottle.
40% of 10ml = 4ml So we put 4ml of 60 mg/ml PG Nicotine base in a Bottle. Cool. What do we have?
We have 4ml of 60mg PG Based Nicotine that is 100% PG. What do we want to end up with? 24 mg/ml @ 50%PG and 50%VG
For our Example: Out of the 10 ml we want to end up with, 5ml will be PG and 5ml will be VG.
I know that I have to Add 6ml ( 60% of 10ml) of something with No Nicotine in it to lower the mg/ml and out of that 6ml Im going to add. 1 ml of it should be Pure PG. (Because we have 4ml of PG in the 60 mg/ml and the Total should be 5ml of PG.)
So here we go, lets mix the 6 ml to add to the 4ml of 60 mg/ml to lower it to 24 mg/ml
1ml will have to be Pure PG to get me up to 5ml and the rest will be something else. Out of the 10 ml Total, how much should be VG? 50%. Ok
50% of 10 ml is 5ml. So could I mix in 1 ml of PG and 5 ml of VG?
Lets see if it works if it works out
1 ml of PG + 5 ml of Pure VG makes 6 ml. 6 ml is 60% of 10 ml. 60% is what we said we need to add. Check
4 ml of PG was in the 60 mg Nicotine Base + 1 ml of Pure PG was added. So the Total is 5 ml PG. 5ml of is 50% of 10 ml, so were at 50%PG. Check.
5ml of Pure VG was added and 5 ml is 50% of 10 ml, so were at 50%VG. Check
Our Mixture is 40% 60mg/ml PG Nicotine Base. 40% of 60 is 24, so were at 24 mg/ml. Check
I think we Got It ! We need BOTH PG and VG to make 24 mg/ml 50%PG | 50%VG

Your e-Liquid Calculator was Kacking Out I think because it was trying to come up with a way to make 24 mg/ml @ 50|50 and saw that it wasnt possible to do with Only VG.
Sorry this was so long but I wanted you to see all the steps. Calculators are good but understanding the Math involved is Better.
You should never Blindly trust a Calculator. Programmers can make Coding Errors and of course, Users can put the Wrong Number in the Wrong Box.
Last thing to consider. Many, if not Most, Flavorings a PG Based. So when you go to add the Something that has no Nicotine in it to Dilute a Nicotine Base to a Lower Level, you can consider the Flavoring to be PG also.
