I recently moved to Oulu. Is there any place to find nicotine salts? I visited the local vape shop, but they only had tobacco flavoured freebase nicotine. Is it illegal to sell salts based liquids?

Every nation has different laws. In mine they can change from borough to borough which can get weird as some things may be allowed in one part of town but not in another
