I am assuming that the filters are carts and it is a 3 piece unit.

The conclusion I would draw is that the atomizer, or atty, is the issue. Easy to test with an ohm meter. But without knowing more about your model I would be unable to tell you how to visually determine that.

It is possible that the atty is flooded. In which case unscrewing it and taking the cart off then blowing it out from the threaded end into a tissue may help.

And as DC noted, the carts could be empty and need juice.

It is possible that the atty is flooded.
That is definitely worth mentioning, although with prefilled carts it is less likely, but certainly not impossible.

Check this out and see if any of it might help as just one more possible cause...

Dry atomizers, flooded atomizers, and wicking
Basically, you want to keep your atomizer happy with plenty of juice, but not too much as to flood it.

A good sign that it's flooded is that it gets a little harder to draw on and you get little or no vapor.
Flooding it, however, won't hurt it at all, and you can just blow out the extra juice.

Letting it get too dry, on the other hand, is not good for the atomizer supposedly.
But regardless of whether it is bad for the atomizer or not, you still don't want to do it.

You can tell it is too dry when it starts to taste like crap.
A nasty sort of burnt plastic type of taste.

One reason it might get too dry is if you burn through the juice faster than it can wick up more.
That is why people experiment with different kinds of filler materials to use in their cartridges.

If you take only a drag or two every now and then, you should be fine.
But if you use these like a cigarette, the wicking process will have trouble keeping up.
There are ways to deal with this, and people have different methods that work better for them.

And of course, when the cartridge is running low on juice, it needs topping off for this reason.

It's not a very good e-cigarette, and automatic batteries are not the most reliable way to vape, so that combination is probably giving you a bad experience. In addition, with many ecigs, if you drag too long then it enters a cutoff state where it won't let you vape for some amount of time.

You could try getting some ejuice and adding it to the carts. Sometimes prefilled carts dry up a bit. If the cart pushes on over the atomizer (cart is cartridge, the filter), then you may need to push up the juice cup to fill it. if that's the kind of cart you have then try sticking a small unbent paper clip in the mouth hole to push up the inner cart for filling. One good juice vendor is FreedomSmokeUSA.com. When you push the juice cup back down, be careful not to push its stuffing down further into the juice cup (if you do that then the atomizer won't contact it when you put the cart on the atty). Some carts some with a clear squishy plug and if so that's usually a good thing for pushing the juice cart back in.

You might also consider getting a more recommended model like a Joye 510 with manual batteries and some good ejuice for refilling and topping off carts.
