The proposed ordinance is at
The New York City Council - File #: Int 0488-2014
But careful anylsis of the proposed ordinance reveals that it would ban the sale of flavored cigalikes, not flavored e-liquid that is sold separately.
None of the definitions for "component", "electronic cigarette" or "flavored electronic cigarette" apply to e-liquid that is sold in separate bottles/packages.
Although the first part of the definition of "constituent" applies to flavorings in e-cigs, the last part of the definition "during the processing, manufacture or packing of the tobacco product or electronic cigarette" specifically exempts e-liquid that is sold in separately.
This reminds me of the NY state laws that bans sales of e-cigarettes to minors, but that doesn't apply to e-liquid (because the bill's author Linda Rosenthal was clueless about e-cigs). Last year, Rosenthal realized her incompetence and offered a bill to amend to the law to also ban the sale of e-liquid to minors.
Does it mean they are banning only BT products????

I love New York!
