I read back thru it again and I think what it says is that the republicans blocked an amendment that would have taken out the clause about ecigs not being regulated by the FDA. So in other words I think it is a good thing.

I took the article to say that Republicans blocked a bill due to an attached rider that would have exempted e-cigs from FDA review.
If the bill had passed, e-cigs would have been exempted.
That the bill did not pass, e-cigs are still in the sights of the FDA.

I don't necessarily think that it was the fault of the particular vendor as I know that several other people use the same vendor regularly on the TFA diy thread. It was just a coincidence that after placing my first order with them that I had this happen two days later. We had also taken my daughter to college orientation and I used my check card several times there too. It could have happened anywhere.
