Well, there's probably 3 basics, and not for too much money -
1. Get the cheapest camera you can find, with the best macro.
Mine is a Canon IXUS 95 IS. It was a shade over £100, about $150.
2. Lighting and background/setting; maybe improvise a bit, best light you can get, not direct sunlight, and never use a flash.
3. Some fairly basic photo software (I never use photoshop, too much hassle); but a great photo often doesn't need much or any editing anyway...
