Operation cutoff timer IC ideas????

working on building a mod, and was at first thinking going without a timer IC, but with my recent addition of 24 new IMR 18650 batteries (I rebuild laptop batt packs for friends, etc.) and checking their max discharge rate stats, it had a big warning about discharging above 2 amps, for longer than 15 seconds as resistance would increase exponentially. So, without having a mod that is 9 inches long (yes this time shorter is better.... you pervs) the solution seems to be limiting discharge to a max of 15 seconds (yes it will have a master on-off switch which will be recessed... operable with any car/house key or paperclip) which means I need to find a good decent IC... just my electro-fu is somewhat rusty and I cannot remember what part numbers, or any of that which to track one down....
